In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Please submit a Statement of Qualifications that includes the following information:

  1. Demonstrated extensive leadership ability to plan, lead, organize, and direct the Department’s Division of Regional Assistance.
  2. Demonstrated technical knowledge of federal and State laws, regulations, and directives related to water conservation, regional partnerships, water rights, state financial assistance and water management strategies to mitigate climate change.
  3. Demonstrated tactical experience to establish goals and objectives, identify metrics to track achievements, and ensure timely and effective reporting.
  4. Demonstrated executive ability to confer with and gain the confidence of top-level officials including the Directorate and control agency representatives, build partnerships, and represent the Department as a subject matter expert on integrated regional water management issues.
  5. Demonstrated analytical ability to critically evaluate problems, propose and evaluate alternatives, design and implement innovative solutions, and take effective action.
  6. Demonstrated effective interpersonal skills, with proven ability to negotiate and communicate complex issues and policies, both verbally and in writing.
